Who else thinks this is a silly strategy? Sounds like they are trying to justify there lack of business plan to me. It is one thing to have a plan with 5-7 initiatives on it, even 15. However, to not have a plan or not stick to one for a while, is not a "competency". It is ADD and I believe it is not a recipe for long term success.
